Dashamir Xhika, the former head of the Road Authority, is freed, 6 months after the arrest for abuses in Tirana-Elbasan tender. The Court of Appeals for Serious Crimes has changed the security measure from custody to house arrest.

This is with the argument that Xhika is not a socially vulnerable person and is not able to break the investigations and for these reasons the security measure should be mitigated.

According to the prosecution, Xhika in cooperation with his two subordinates, Aksel Qurduka, Albens Alite and others had created a corrupt scheme, causing a $ 37 million damage to the state budget.

From the investigation has resulted that the contract for the construction of the Tirana-Elbasan road has been amended 12 times since its signing in 2011.
